The Northern California Medi-Cal Administrative Services Joint Powers Authority (NMAS-JPA) was created in 2004 to assist schools and county offices of education with the School Based Medi-Cal Administrative Activities (MAA) reimbursement program.

The January 2015 implementation of the new Random Moment Time Study (RMTS) methodology requires the Regional LEC Coordinators to administrator the SMAA RMTS program. Due to this change in the program, the NMAS-JPA Board of Directors approved dissolution of the NMAS-JPA at its September 4th, 2014 Full Board Meeting. Sadly, the NMAS-JPA will be closing its offices December 31, 2014.

Stanislaus County Office of Education, the administrative unit for the NMAS-JPA, will continue to support your district for all prior years through 2013-2014. You may contact them through the website at or by emailing

Contact information for the Regional LEC Coordinators can be found here.

It has been a sincere pleasure working with all our LEA MAA Coordinators through the years and we wish all our LEA’s the best in the future.
